I resently purchased an interesting cover mailed from New Delhi on January 28, 1935 with a British Legation Nepal wax seal on the back.  The Nepalese Prime Minister Juddha Shumster was on an official visit to New Delhi at this time.  Obviously, someone from the Nepalese British Legation accompanied him.  The hand writing on the cover appears to me to match that of Major F.M. Bailey, the famous British political agent and spy, who was the British representative to Nepal in the late 1930's.  I know that his position there ended in 1938; but I can find no date of when he was first appointed.  Does anyone know?  Please note the resemblance of the word "England" on the 1935 cover to the same word on a verified Bailey legation cover that I own from 1937 which was apparently sent to a relative.
