I have 2 covers with the Nepal horseshoe due mark. 
The first one is a cover from Anand Nagar (Gorakhpur) to Nepal in 1942. Passed by censor.
The cover is at the rate of 1 anna. The India horseshoe due mark of Anand Nagar have no value indicated.
There is another due mark. The Nepal horseshoe due mark with the value in paisa. The amount indicate looks like 18 paisa. 
I think that the rate of a letter from India to Nepal was 1 and half anna. If half anna was missing, how can it comes to 18 Nepalese paisa due?

On the second cover from 1947, the letter come from Tibet with 3 trangka rate to the British P.O. in Pharijong. A 1 anna indian stamp is on the cover. The cover is underpaid. It should be 1 and half anna.
Then on arrival is the same Nepal Horseshoe due mark with 18 Nepal paisa due.

I am wondering if the downstroke is actually the numeral one.  The Nepali numeral one is usually written like a bent line with a small circle at the top according to my reference books.  Eight pice would make much more sense as a postage due amount.  Perhaps the downstroke is just intended to enclose the eight.

Thank you Ed, yes, the downstroke is just a line and the number is 8 paisa.

The due was the double of the missing value.
The price for a letter is one and half anna.
The double of the value is 3 annas.
3 annas - 1 anna (on the cover) = 2 annas.
2 annas x 4 paisa = 8 paisa.

Then it was 8 paisa due!

I need to correct my calculation of the due on the covers.
In the postal guide of 1936 (Hulak Niyamabali) the rate of exchange was 8 Nepal paisa for 1 Indian anna.
1/2 anna is missing on the cover. The due is the double of the missing value, here 1anna.
1 anna at the exchange rate is equivalent to 8 Nepal paisa. 
So 8 paisa was the due for this cover. A downstroke + eight.
