Miscellaneous, Office Stamps

On reverse of the shown Nairn Publication Envelope, dated July 1941,  i found a Office handstamp, the only one so far i am aware of it and I a happy to be able to show it here.

What makes me wonder is the datestamp dated JAN 28 1942. Could this be a arrival handstamp in USA? The cover went thru Censorship which may have caused delay in delivery.
